Declares and seeks to address a national emergency regarding inadequacy of the energy and critical minerals capacity of the United States. Refocus on crude oil, national gas, lease condensates, natural gas liquids, refined petroleum products, uranium, coal, biofuels, geothermal heat, hydropower and critical minerals —as well as each of these items’ transportation. Also prioritizes the role of the Army Corps of Engineers and other domestic resources to facilitate or expedite energy supply, including through the use of emergency authorities and oversight of exemptions to Endangered Species Act.
